Mini SE is the 2.7K Wi-Fi Mini: 1/2.3-inch 12 MP, JPEG only, Enhanced Wi-Fi (CE ~2 km), downward sensing, under 249 g. DPReview and Heliguy’s Mini 2 pieces are the map for what you do not get — Mini 2 added 4K, RAW and O2. Versus Mini 2 you would notice the radio and 4K, not the folded size or the pack. Versus Mini 4K / Mini 2 SE you would notice 2.7K vs 4K on a later shell. The Mini SE stick is Wi-Fi, not RC-N1.

Do I need to register the Mini SE in the UK?

Mini SE is unmarked, takeoff about 249 g (DJI publishes takeoff under 249 g. Not Mini 2 SE (that is the Mini 4K shell).). In the UK a Flyer ID is required from 100 g, and an Operator ID is required from 100 g with a camera or from 250 g — this airframe needs both.
